The Newly Revised Administrative Measures On Lightning Disaster Prevention And Mitigation Have Been Published,What Are They All About?
On 28 April,the China Meteorological Administration(CMA)announced the newly revised Administrative Measures on Lightning Disaster Prevention and Mitigation to improve the capacity and level of lightning disaster prevention,protect national interests and people's lives and property,maintain public security,and promote economic construction and social development.The Measures will come into force on 1 June.
The Measures for the Management of Lightning Disaster Prevention and Reduction comprise six chapters and twenty-eight articles,which regulate the work of lightning disaster prevention and reduction from the aspects of monitoring and early warning,lightning protection devices,lightning disaster investigation and identification,as well as legal responsibility,etc.,and mainly amend the following contents:
Firstly,it strengthens the digital supervision of mine safety.The Measures make it clear that meteorological authorities at all levels shall strengthen the construction of the lightning disaster early warning system and the lightning safety information-based supervision platform,and improve the capacity of lightning disaster early warning and lightning disaster prevention and mitigation services.
Lightning protection device testing unit shall carry out lightning protection device testing activities in accordance with laws,regulations and relevant provisions,in accordance with the requirements of the competent meteorological agencies to use the lightning safety information technology supervision platform.Lightning protection device testing unit should implement the relevant national standards and norms,issued by the lightning protection device test report must be true and reliable,and uploaded to the lightning protection safety information technology supervision platform.
Second,to promote the further implementation of the main responsibility for mine safety.The newly established lightning safety key unit management system,requiring local meteorological authorities at all levels to develop and publish a catalogue list of key lightning safety units in conjunction with local actual organisations.
In addition,the Measures stipulate that large-scale construction projects,key projects,explosion and fire hazardous environments,and densely populated places should undergo lightning disaster risk assessment to ensure public safety.Local meteorological authorities at all levels organise the lightning disaster risk assessment work within their administrative areas in accordance with relevant regulations.
According to the Measures,lightning protection devices for newly constructed,reconstructed or expanded buildings,places and facilities shall be designed,constructed and put into use at the same time as the main project.Put into use after the lightning protection devices should be in accordance with the relevant national building lightning protection standards for the implementation of regular testing system.Lightning protection devices should be tested once a year,the explosion and fire hazardous environment of lightning protection devices should be tested once every six months.(Note:Source:CCTV news client,China Meteorological Administration author:Zhang Minglu)
